The primary difference is that custom logic is written in REXX and the end result is an executable file (.EXE) rather than standard language source. Not only do you get Gpf's true WYSIWYG design editing but full support is provided for CUA 91, SQL, MultiTasking, etc. Since the design files are compatible with Gpf you at any time load these file into Gpf 2.1 and replace the REXX definitions with C definitions to generate a none interpreted application.
