The content of this file is not important.  The only important
things are the name of the file, and whether it exists in the
Weasel directory.

Starting with Weasel version 1.54, this file is no longer essential.
However, you can still choose (in the 'Options 2' page of the
Setup notebook) to use it.  If you do, the following description
is relevant.

If a file called ONLINE exists in Weasel's directory, then Weasel
is able to send outgoing mail.

If the file ONLINE does not exist, Weasel queues the outgoing mail
but does not yet send it.

If you have a permanent internet connection, then this file should
always exist.  If you have a dial-up connection, then you should
delete this file (or move it to another directory) when you're off-line,
and re-create it when you have a network connection.  Depending on
what sort of dialler you're running, you can probably create the file
as part of the dial-in script.
